The Barangay Green Governance Training, an Aksyon Kalikasan initiative in partnership with ACENRO and MENRO-GMA Cavite, successfully conducted its first training workshop at the Corregidor Inn-Pavilion, Corregidor Island, Cavite, on 23 – 25 November 2015.
The 3-day Barangay Green Governance Training aimed to impart and reinforce best practices in environmental conservation in the barangay level. The first batch of trainees was from three barangays of Cavite: M. Alvarez, M. Trias, and E. Aguinaldo. The training was graced by prominent individuals in the field who shared their knowledge with the participants.
The participants of the training were welcomed by Councilor Estelita Manalang, and immediately followed by Mr. Michael Templonuevo of Aksyon Kalikasan and GMA MENRO for an overview of the program.
Ms Doris Sagenes, Deputy at CENRO, IMUS, was the first to give a lecture which was about the Seven Environmental Principles and Good Governance. It was followed by a 2-part panel discussion headed by Ms Sagenes, Mr Templonuevo, and Mr Alexander Mendoza, MRF Supervisor of GMA, Cavite. The first part of the panel discussion revolved around Government’s Environmental Policies—such as the Water Act, Hazewaste Act, and Clean Air Act—and Cavite Provincial Ordinances like Plastic Banning, all discussed by Mr Templonuevo. Ms Sagenes did a presentation on the Existing Barangay Environmental Ordinances and Best Practices in Imus.
The second part of the panel discussion was about Implementation. Ms Sagenes discussed the functions and responsibilities of a Barangay Solid Waste Management Committee, followed by Mr Mendoza who talked about the Material Recovery Facility (MRF)’s basic operation and maintenance. Mr Templonuevo then introduced the Biogas Technology—its application and operation, advantages and disadvantages, and the different types of biodigester—a promising Barangay Waste to Energy option which the participants could adapt for use in their respective barangays.
The topic on policies was discussed further by Honorable Mayor Walter Echevarria Jr. of GMA and Mr Roy Cabonegro, President of Aksyon Kalikasan. Being an advocate for the environment and a public official himself, Mayor Echevarria shared his experiences in implementing environmental programs, and expounded more on the Environmental Laws, Local Ordinances, and the Supreme Court Mandamus.
Mr Cabonegro talked about Climate Change Act and addressed the interfacing climate change adaptation to Disaster Risk Reduction Management—mitigation and prevention—and how to implement the Barangay Green Governance framework.
The discussion was followed right after by a writeshop, facilitated by Mr Mendoza, wherein the participants were divided into several groups to discuss among themselves the learning they had acquired from the training. The writeshop aimed to determine if the participants were able to understand the program and to gauge whether or not they could apply this in their respective barangays.
The program concluded with the awarding of certificate of appearance to the participants and a closing remark from Mr Michael Templonuevo.
